Purpose Statement
The purpose
of this committee is to promote and offer leadership on a process for determining
technology proficiency and to help guide the integration of technology into in-service
teacher professional development in order to enable teachers to use appropriate technology
for:
communication and
collaboration
planning, designing
and implementing learning experiences
evaluation and
assessment
student learning and
achievement

History
On September 2, 1997
the Legislature chaptered AB 1023, authored by Kerry
Mazzoni. This bill established the requirement that teachers completing a credentialing
program demonstrate basic competency in the effective use of computers in the classroom
prior to their receiving a Preliminary Credential.
It also requires that teachers
demonstrate an understanding of advanced computer-based technology, including the
effective use of technology in educational settings prior to receiving their Professional
Credential.
These new requirements led the Commission on Teacher Credentialing
to establish the Computer Education Advisory Panel (CEAP). Their responsibilities included
the development of and recommendation for a standard of program quality and effectiveness
for both the preliminary and professional credential candidates. The CEAPs
Final Report was adopted by the Commission on Teacher Credentialing in December 1998.
Among the recommendations adopted was the establishment of an additional standard of
program quality and effectiveness for teaching credential candidates. This standard
states:
"Candidates are able to use appropriate computer-based
technology to facilitate the teaching and learning process."

Another adopted
recommendation proposes that state-endorsed guidelines be established to provide in-service
educators with a comprehensive program of professional development which is
consistent with AB 1023 compliant institutions of higher education. The State of
California should provide professional development leadership and funding necessary to
bring all certificated personnel to the levels described in the standard and to support
continued professional growth.

California Technology Assistance Project
The
State CTAP Staff Development Committee identified as a top priority consistent
professional development guidelines to be used state wide. There needed to be a common set
of understandings of what basic technology skills were and how it would look if integrated
into the classroom environment. The Technology
Proficiency Committee was established to address this priority. This committee
reviewed the AB 1023 legislation, the CEAP Final Report,
university professional development or extension courses, and current staff
development programs being offered by CTAP regions. The committee used the legislation and
the CEAP Final Report as their foundation for establishing a Suite of Resources for the
effective use of technology to increase student learning and achievement.
This suite was a
result of the collaborative efforts of several key educational organizations:
